The Office of Housing releases funding for the preservation and production of affordable rental housing and permanently-affordable homeownership, as well as organization stabilization and other funding types throughout the year. These range from our annual Notice of Funding Availability (NOFA) to Requests for Qualifications and Proposals for site-specific developments. Current Funding Opportunities
Overview
The Homeownership as Preservation (HOP) program is a pilot initiative of the City of Seattle Office of Housing (OH) that will facilitate the conversion of older rental buildings into permanently affordable homeownership opportunities. This Request for Qualifications is looking for an experienced Relocation Consultant who can assist tenants whose buildings are being converted into permanently affordable homeownership and determine applicable relocation requirements.
Eligibility and Qualifications
A qualified relocation consultant for the HOP RFQ must have expertise in relocation laws (URA, Seattle’s Anti-Displacement Plan), experience in income determination, cost calculation, plan development, and the ability to manage multiple projects and stakeholders. They must provide culturally appropriate services, understand tenants’ rights under local and federal regulations, be familiar with Seattle housing options, and be able to meet in-person with local tenants.

Request for Qualifications — 2025 Affordable Housing Urgent Operating Support (UOS)
The Seattle Office of Housing (OH) is making $27.8 million in funding available to sustain the operations of OH’s housing partners and the City’s affordable housing portfolio. This funding is intended to help eligible organizations address urgent operational issues that are beyond their reasonable control.

Funding Availability
One-time funding of up to $27.8 million in funding is available.
Eligible Organizations
Eligible organizations must be either:
- An affordable housing organization or a public development authority that is a majority owner and operator of at least two eligible OH-financed properties with at least 30 OH-funded units.
- Be a member of the OH Enterprise Community Partners’ Community Self-Determination Fund capacity building program with at least one OH-financed property in service.
Organizations must demonstrate financial need for stabilization funds.

Request for Qualifications and Proposals: Consultant for Community Workforce Agreement (CWA) Scope of Work
The City of Seattle is seeking a consultant team to evaluate affordable housing construction projects funded by the Seattle Office of Housing (OH) that require the use of a Community Workforce Agreement (CWA) by housing providers.
OH has committed to implementing a CWA on 4-6 projects through construction completion. The goal of integrating CWAs into affordable housing projects is to examine whether affordable housing projects can provide community benefits. The City invited affordable housing developers to submit proposals to redevelop these sites through publicly published Request for Proposals.
